From Directive to Regulation: Navigating the New Era of Packaging Compliance in the EU

The EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) began applying across the EU on 12 August 2026.

The PPWR is no longer a future obligation. It is already in force, and its requirements are being rolled out in phases through 2030. The first binding measure, the restriction on PFAS in food-contact packaging, applies immediately. Over the coming years, the regulation will introduce mandatory recyclability requirements, recycled content targets for plastics, packaging minimization and empty-space rules, restrictions on certain single-use packaging, new labelling obligations, Declaration of Conformity (DoC) documentation, and expanded Extended Producer Responsibility (EPR) registration requirements in each EU member state.
